Joseph Company; A. Duda & Sons, Inc., EBSCO Industries, Inc.; E. I. Du Pont deNemours & Co., Inc.; ExxonMobil Corporation; Fina Oil & Chemical Company; Florida Chamber of Commerce; Florida Manufacturing and Chemical Council, Inc.; Florida Electric Power Coordinating Group, Inc.; Florida Power and Light Company; Florida Water Environment Association Utility Council; Gulfstream Natural Gas Systems; Gulf Power Company; Interval International; ITT Community Development Corporation; ITT Industries, Inc.; JEA; Lee County; MCI Telecommunications Corporation; National Marine Manufacturer's Association; Powerhouse, Inc.; Progress Energy Florida, Inc.; Seminole Electric Cooperative; the St. Joe Company; Sugar Cane Growers Cooperative of Florida; Sunniland Pipe Line Company; Waste Management, Inc.; and the Williams Company.

At Hopping Green & Sams, first come our clients. They come to us with a variety of government-related problems. An applicant is having trouble getting a permit. An agency rule puts a company at disadvantage with a competitor. Proposed legislation would block a project or new productline. Or perhaps authorization is needed to do business in an innovative way, to meet the demands of the new millennium.

Whatever the issue, our team is eager to take on challenges like these for manufacturers, utilities, hospitals, land developers, licensed professionals, farmers, mining companies, trade associations - anyone with a problem with government, even other governments. Because our practice fields are at the cutting-edge of law and emerging public policy, we custom-make our work according to each client's needs and interests.

Our firm earned its reputation with pioneering work in fields of environmental and land use law. Today, we bring that same creative can-do spirit to almost every area of specialization in the field of government-related law.

Much of our work involves representation before stateagencies and the Legislature in Tallahassee. But our attorneys also appear regularly before state and federal courts, theGovernor and Cabinet, regional agencies such as water management districts, local governments throughout Florida, and federal agencies no matter where they make decisions that affect our clients.
There are many ways to solve a client's problem. We can negotiate solutions with others. We can shape agency regulations when they are adopted, or show both regulators and clients how to apply a regulation creatively. We can facilitate change in the law by supporting the passage of legislation. Or, when necessary, we can litigate against our client's adversary.

Almost every case can be addressed by one or more of these strategies. What's important is knowing which strategy will be the most effective.

That's where our experience makes a difference.

Because we are not a full-service law firm, we devote our energies to helping clients address concerns that involve the public sector. That means our experience is focused on government-related law. That experience, and our working relationships with government officials at all levels, enable us to anticipate issues and advise a client in choosing the best strategy for attacking his or her problem.

The way we have organized our law firm makes a difference too. We have a responsive, flexible organization. We can assemble a multi-disciplinary team easily, without the constraints or rivalries created by internal departmental structures which are common in large organizations. And we can do so in a cost-effective manner. Our lawyers work together as colleagues, not competitors, toward a single goal — the client's goal.

Our commitment to teamwork does not stop at the front door. We work closely with in-house counsel. We work with local counsel to get the job done. Because we know government-related legal problems are often part of a larger puzzle, we regularly work with lawyers from other firms with other areas of expertise. The most important member of the team is the client.
